Note 4 which you suggest should govern

cases like Mr. Julyan's was only intended to apply to officers

at present holding substantive posts within the Sterling Salaries Scheme and who have decided to remain on Dollar rates. I propose to alter the wording of General Order No. 60 to make this point quite clear.

In order to prevent any such loss as you apprehend might result on account of my ruling in Mr. Julyan's case in the event of an officer holding a post not included

in the Sterling Scheme but who is entitled to Exchange Compen- sation (an extremely unlikely contingency) I have added the proviso already contained in paragraph 5 of General Order No. 60 to the proposed new Order.

5.

In view of the foregoing explanations I

hope you will approve of the course I have adopted and consent to Notes 15 and 16 as amended being added to General Order

No. 60.

6.

Note 7 which I propose to add to General

Order No. 60 is self explanatory.

I have the honour to be,

Sir,

Your most obedient

Humble servant,

Stung Malin

Governor, &c..
